| Full Description | This report from Sustainable Conservation and the California Department of Water Resources explores groundwater recharge strategies and incentives being used by water districts and Groundwater Sustainability Agencies (GSAs) across California. Drawing on surveys, interviews, and the real-world experience of water managers, the report highlights approaches for accelerating groundwater recharge, reducing groundwater pumping, and expanding recharge on agricultural and other private lands. The report examines both in-lieu and direct recharge strategies and describes six types of incentives, including no- or reduced-cost water for recharge, incentive payments, groundwater pumping credits, surface water bill credits or discounts, cost-sharing for recharge infrastructure and operations, and fallowing leases. It also discusses how local conditions—including surface water availability, groundwater accounting systems, infrastructure, and funding—can shape the design of an effective recharge incentive program. Case studies illustrate how California water managers are putting these approaches into practice, while additional guidance addresses program development, funding options, partnerships, and opportunities for scaling recharge efforts.
