FEATURED ACTION TEAM

Crop Health

The Crop Health Action Team helps growers and practitioners better understand how on-farm recharge can be implemented while protecting crop health and agricultural productivity. The Team explores how crop type, soil conditions, recharge duration, and seasonal timing influence the suitability and potential impacts of Flood-MAR on agricultural lands. Drawing on research and practical experience, they recently developed crop-specific guidance to help growers make informed decisions about recharge opportunities and management practices.

FEATURED ACTION TEAM

WATER QUALITY

The Water Quality Action Team explores how Flood-MAR activities may affect groundwater and surface water quality, and how potential risks can be identified, monitored, and managed. Bringing together expertise in water quality, soils, hydrology, and recharge practices, the Team examines the movement and behavior of contaminants under flooded conditions, along with monitoring approaches and mitigation strategies. Its work aims to support the development of practical guidance, best practices, and tools that help agencies and practitioners protect water quality while advancing Flood-MAR implementation.

FEATURED ACTION TEAM

INSTREAM FLOWS

The Instream Flows Action Team explores how Flood-MAR projects can support groundwater recharge while considering the water needs of rivers, streams, and aquatic ecosystems. The Team examines opportunities and challenges associated with balancing floodwater diversions and instream ecological needs, recognizing that conditions and management objectives vary across watersheds. Through collaborative discussion and the development of case studies, the Team seeks to advance understanding of approaches that support both recharge opportunities and healthy river ecosystems.

ESTIMATING RECHARGE

How much water actually makes it into the aquifer during a Flood-MAR project? The Estimating Recharge Action Team tackles this important question by exploring practical, reliable approaches for measuring and estimating groundwater recharge. The Team brings together researchers and practitioners to translate technical methods into accessible guidance for real-world application. Its How to Estimate Flood-MAR Recharge fact sheet outlines three approaches—simple water budgets, flow measurements, and direct measurements of ponded infiltration—to help landowners, water managers, and agencies improve recharge accounting and support informed groundwater management decisions.

How to Estimate Recharge Fact Sheet

This practical fact sheet outlines three approaches for estimating groundwater recharge from on-farm and Flood-MAR projects. With real-world examples and field guidance, it helps landowners, Groundwater Sustainability Agencies, and practitioners improve recharge accounting and support sustainable groundwater management.

FEATURED ACTION TEAM

INCENTIVES FOR RECHARGE

What will it take to make Flood-MAR an attractive and feasible option for more landowners and water managers? The Incentives for Recharge Action Team explores financial incentives, institutional arrangements, and practical strategies that can encourage greater participation in groundwater recharge. Drawing on experiences from water districts, Groundwater Sustainability Agencies, and other partners, the Team examines existing programs, lessons learned, and opportunities for new approaches. Its work helps identify strategies that can reduce barriers, recognize the value of recharge, and support broader Flood-MAR implementation across California.

Groundwater Recharge Incentives & Strategies

This report takes a practical look at recharge strategies and incentives already being used across California. Drawing on real-world experience from water districts and GSAs, the report explores six types of incentives, from reduced-cost recharge water and pumping credits to infrastructure cost-sharing and fallowing leases, and highlights how local agencies are tailoring these tools to fit local conditions.

FEATURED ACTION TEAM

ASSESSING POLICY

The Assessing Policy Action Team provides a forum for exploring how California’s policies, regulations, and institutional frameworks can better support Flood-MAR implementation. Members share perspectives on emerging policy issues, implementation challenges, and opportunities to strengthen coordination across agencies and sectors. Through ongoing dialogue, the Team seeks to identify ways to leverage existing opportunities, address barriers, and inform approaches that enable effective and equitable Flood-MAR implementation. The Team currently serves primarily as a discussion and information-sharing forum, with opportunities to pursue more focused initiatives as priorities emerge.
